What is NIS?
The term ‘National Innovation System’ was first used by Christopher Freeman in his book ‘Innovation in Japan’ in 1987. While there are several definitions of NIS there is no single universally accepted definition. One definition is, ‘ NIS is a set of distinct institutions which jointly and individually contribute to the development and diffusion of new technologies, and which provide the framework within which governments form and implement policies to influence the innovation process’. The various elements of NIS would be Government policies, research and development organizations, the education system, the financial support system and others.

Policy News
A major restructuring of the government structure in the Science and Technology administrative system has been carried out recently in Korea with a view to provide an impetus to innovation in the country. The Minister for Science and Technology has been elevated to the post of Deputy Prime Minister of the country, the office of Science and Technology Innovation has been established within the Ministry of Science and Technology, and the National Science and Technology Council's role has been enhanced. The objective behind the elevation of the Science & Technology Minister to the post of Deputy Prime Minister is to achieve coordination between overall policies related to Science & Technology Innovation
