This workshop was held concurrently with the meetings of the APCTT Technical Committee and Governing Council. Representatives of the Asian and Pacific countries, attending these meetings also presented papers and participated in the workshop. The Adviser, Ministry of Science and Technology expressed his pleasure to invite experts from Asia-Pacific countries and thanked APCTT in organizing the workshop. He looked forward to the workshop for identifying missing linkages in promoting innovation, and emphasized the need of National Innovation Systems that assist in equitable development in a knowledge-based economy. This would be possible by focusing on development of knowledge-based SMEs. The Chairman, PCSIR, in his inaugural address invited experts from Asia-Pacific countries to highlight different and salient aspects of their NIS and requested them to share their knowledge and experience. He briefed participants about the network of PCSIR laboratories in Pakistan and underlined the importance of patents in a knowledge-economy. He also shared information about the establishment of IPO-Pakistan and the activities of the Patent Advisory Council. Technical Sessions of the workshop began with the presentation of a conceptual overview of NIS and the outputs of NIS project by APCTT. Thirteen member countries of APCTT shared their experiences in the development of policy framework and innovation support mechanisms, and challenges faced in commercialization of R&D outcomes. APCTT also presented a framework for technology capacity building at enterprise-level and the role of NIS. The resource person, invited by APCTT, highlighted the importance of social cost-benefit analysis of R&D outcome by presenting several case studies on how some high-techs were used for socio-economic development. He further emphasized that the essence of NIS was to do things differently. Participants of the workshop after the group discussions came up with a set of recommendations addressed to Government, industries, R&D and academia in Pakistan.

Recommendations Arising Out of the Technical Sessions
(b) D Group
- The Prime Minister should head a body responsible for the formulation and governance of national R&D policies.
- Set up a NIS Think-Tank, which also includes foreign experts to develop a NIS policy framework.
- Set up a National Innovation Council (NIC), consisting of government ministries and industry associations to deliberate on the NIS policy framework developed by the Think-Tank with a view towards adopting it in existing programmes and developing new specific Government programmes.
- The Ministry of Science and Technology should take the lead role in setting up the NIC and be willing to be the Secretariat of the NIC.
- Increase national S&T budget from current low levels to at least 1.5 percent of the national GDP.
- The Ministry of Science and Technology should become the coordinator and funding agency of all government research projects implemented by R&D institutions, universities and industries.
(c) Industry Group
- APCTT should facilitate strong linkages among academia, industries and R&D organizations in countries of the Asia-Pacific region, aimed at developing and implementing joint R&D projects, sharing of experiences and information.
- Major industries should be encouraged to set up their own R&D facilities and to forge working relationships with academia and R&D institutions.
- Contractual research by R&D institutions should be encouraged by the Government.
- Development of human resources at various levels must be given high priority to enable the effective structuring and implementation of an NIS.
- A fund raising and regulatory authority may be set up by the Government to fund, support, and monitor national R&D projects.
- Encourage exchange of manpower among Government, universities, R&D institutions and industries.
- National industry associations should prepare a list of recommended R&D areas/projects, for submission to the Government, in consultation with its members.
- Projects implemented by R&D institutions should have economic importance and business promise. Industry should be involved in the development of such R&D projects and provide sponsorship.
- Industrial clusters should be established and their linkages with relevant R&D institutions and universities should be facilitated by the Government.
- NIS policy framework should be formulated in such a way that it could ensure optimal use of factors of production, i.e., land, labor, capital and entrepreneurial capabilities of the country.
- R&D organizations and universities, in cooperation with the industry associations, should organize short-term training courses for industries on a regular basis to enhance productivity and develop/upgrade skilled manpower.
- Enhance innovation capabilities in the domain of industrial technologies and evaluate traditional practices through the use of innovative technological parameters.
- Government should enhance R&D budget, fund quality technical education, and encourage innovative projects in universities and R&D institutions.
- Industry associations should conduct seminars and workshops at the university level to create awareness regarding NIS.
- Include members from industry in relevant governing bodies of Universities, responsible for the development and management of R&D projects and programmes.
- A national body is required to be set up for the effective implementation of the NIS. Such a body could include representatives from industry, academia, R&D organization and other concerned ministries of the government.
- Innovation should be recognized and an innovation award programme should be developed to recognize and popularize an innovative culture.
- A science fair/S&T week should be regularly held to introduce promising innovations and R&D projects.
- Consultative workshops on NIS should be held regularly, at the national level and case studies reflecting successes and failures should be presented at the workshop to enable rapid learning of good innovation practices.
